I am 90％ sure that by “necking” they mean heavy petting and deep kissing or “making out.”
I remember my folks (not mormons, but grew up in the ’50s) always making fun of us kids for staying out to late “necking.” As in, “You’re five minutes late home dear. Too much fun necking with ?”
